Accessing JTAG DEBUG mode on the ARM926EJ-S processor using a ULINK2 JTAG probe and the KEIL IDE is not possible without further investigation on what was done to disable it in the first place. Most likely, the required JTAG security bits have been set within the OTP area.

On the WODE, it would reply "Boundary Scan" here for the device name, with IDCODE 0x1541E02B after pulling the JTAGSEL pin of multiplexer "U5" to GND.
